To find the equation, in y=mx+b form, plug in the information you already have,

-4=[tex] \frac{-5}{3} [/tex](0)+b

[tex] \frac{-5}{3} *0[/tex]=0

making the equation,

-4=0+b
-4=b

Your equation in, y=mx+b form is, y=[tex] \frac{-5}{3} [/tex]-4.
