Why couldn’t you use the mercalli scale to measure an undersea earthquake?

So we want to know why cant we use the Mercalli scale to measure undersea earthquakes. The Mercalli scale is used to measure earthquakes by its effects like how much damage have they done or by the way they are felt. Since undersea earthquakes don't do such damage, the Mercalli scale cant be used to measure them.
