When dividing exponents with the same base, you can simply subtract the exponents from each other. So [tex] \frac{2^{3}}{2^{4}} [/tex] can be simplified to [tex] 2^{3-4} [/tex] .

When multiplying exponents with the same base, do the opposite - add the exponents. Then, figure out what 2 to that power is, which shouldn't be too difficult considering how low the exponents are.
