the compromise that was made in the 1700s in regard to slavery is: Each state could decide whether or not slavery would be needed

This compromise was Created because there was an overwhelmingly different opinion regarding the legality of slavery.
Industrialized states that mostly located on the north pushed for the abolishment of Slavery while less industrialized states that mostly located on the south argued they need slaves to keep the economy going.
