Yes it is. imagine a straight triangle with these points on either side of the hypotenuse. Then you can apply Pythagoras.

Horizontal leg: 4--8=12
Vertical leg: 8-3=5

length: sqrt ( 12*12+5*5 ) = sqrt (196) = 13

You would create a right-angled triangle. The third point is (4,3). Then find the hypotenuse of that triangle using pythagoras' theorem. ΔABC is of side lengths A: 5, B:12 and C: √(5²+12²) or √169 = 13. The distance between the points is 13 units
