I think you meant, "How do I find the equation of a line passing through the given point and parallel to the given equation?:    (3,4) and y = -(7/5)× -3

Two parallel lines have the same slope.  The slope of the given line is -7/5.
The new line passes thru (3,4).  Use the point-slope formula for a str. line:

y-4 = (-7/5)(x-3)    (answer)

This could be written in other forms if desired, e. g., the slope-intercept form.
